Doesn't count steps while walking in a pool

Today I was at the YMCA and I walked around the lazy river for over an hour and my Sense 2 didn't count any of my steps...any ideas why?

I’ve always thought it’s because of low impact - it’ll count if you stomp your feet which isn’t fun after a minute let alone an hour 🤷🏻‍:female_sign:

Counting steps on an arm based tracker, has nothing to do with the movement of the feet, but everything to do with the movement of the wrist. 

Most people, while walking in a pool, do not have their arms down by their sides with the stem freely swinging. 

The only solution I can think of would be to move the wrist up then down with every step.
