Hello @Coopzz466 and welcome to the Community.  The Irregular Rhythm Notification is a medically regulated feature.  Fitbit needed the US Food and Drug Administration (FDA) approval for release here.  It can be released in NZ when it gets approval from the equivalent regulatory body.  The same thing happened with the ECG app.
