Can't Sync, Dongle Installed

I can't sync directly to my computer using the fitbit dongle that came with my Surge.  

-I've installed the Fitbit app for Windows 10

-I don't have anything installed called Fitbit Connect

-My laptop doesn't have native bluetooth as a functionality

-I've removed all other bluetooth dongles to rule out signal interference

-I've tried using a USB 3.0 and USB 2.0 port

 

Any ideas?

If you have a mobile device that you use to sync nearby, turn it off and see if you can sync then....
