Does anyone know if you can use the surge as a standalone bluetooth GPS? For example, if a device like a PDA or smartphone didn't have a built in GPS, could you connect it to the Surge and get GPS that way?

No, the GPS uses GPS for its own purposes but won't supply a raw GPS data feed via Bluetooth for the use of other devices.
