When spinning with same speed, measurements are totally different when arm is on bicycle's handlebar and when arm are lowered. Keep in mind, incorrect information about your heart rate on device screen can be harmful to your health.

It's great to know that you're using your Fitbit to check Heart Rate data while working out, I wanted to clarify that different types of exercises might give you different readings according on how you're doing it. I also would like to check with you some tips on how you're wearing it.
Your heart rate may be affected by any a number of factors at any given moment. Movement, temperature, humidity, stress level, physical body position, caffeine intake, and medication use are just a few things that can affect your heart rate. Different medical conditions and medications can impact your heart rate. For more information please go to the heart rate FAQs article with a focus on the "what impacts the HR accuracy" section.
Just as a friendly reminder, Fitbit trackers aren't designed to be used as medical devices, so always remember consult your doctor before starting an exercise routine.
