How far out are we talking?
Your Surge will only give a floor if it detects a rise in elevation of 10 feet while you were stepping. You only get floors going up, not down.
My Surge used to be fairly accurate within these contraints.

My Surge will also not count stairs. It does count something as stairs, though, I just haven't figured out what it is. When I play with my grandson I can gain "stair levels" even though we never leave the main floor of the house. When I go home and climb the stairs to get to my flat (I live on the second floor) that stairs are never counted either up or down.

This is not correct! Thake your car, drive it on the streets and climb on a ramp, if he ramp goes up 60 feets, your fitbit will tell you that yo have climbed at least 3/4 floors, which is pretty much annoying if you like to wear the surge all day long.
Not mentioning that if you have an itch on your side and you "scractch" yourself with the hand were you wear your surge, it will understand that you are walking...
And so on.
This is frustrating, and no way they are going to fix it.
They are too busy trying to fix the wizard to ad a new fitbit to your app, which is pretty much useless since it is a problem that you "might" face just once, while all the others you face on a daily basis and they lead you to abandon your watch in a plastic bag in the trash can even if you know that you had to sell a kidney of yours in order to buy it.
