I bought a new charging cable thinking that was the problem but it still won't make the connection to charge any suggestions or do I need to send it in for repair?

Welcome @Bruster! It's great to see that you've visited the Fitbit Community! Thanks for the details, but I don't think the issue is related to the charging cable, since you already tried a different one. I would suggest restarting your Surge and make sure that your Surge is not loose in the charger. If this is not charging after that, contact our Customer Support team, we don't have a repair center but they will be happy to assist you!
