Versa 4 won't show text messages

My Versa 4 is inconsistent with showing texts on my phone.   It'll work one day and then stop for weeks.  I've contacted support numerous times and nothing has helped.  We've checked settings and usually they're right.   They had me do a factory reset on the watch and uninstall and reinstall the app and it still won't work.   They say it won't if the phone is on silent but my phone is always on silent and it sometimes does.  I tried turning my volume up and it still doesn't work. 

It's not on do not disturb.  Texts are allowed and set to always show.  

When I go into the fitbit app and then my watch and notifications-text it looks like the texts are off bc once it opens the text screen the toggle turns on automatically. I'll check it again and again and it continues to appear as if it's shutting off the second I leave that screen.
