I have deleted it and set it up again. I ah r reset the watch itself and it still won’t adjust to the proper time. It is stuck and and doesn’t change time at all

Hi @smithw - often if you go into the Fitbit App App settings and toggle off/on the automatic time zone setting, and sync it will set the time.
You may need to restart the watch and sync and even the phone too.
If that is not working, select another time zone and sync, then set the correct one and sync again.

If the steps recommended by @Guy_ don't work, please try the following (as the time updates whenever your Versa 4 is syncing, this might be related to a syncing issue):
With the steps above, what I want you to do is to pair your Versa 4 first to your phone's Bluetooth settings before any other Bluetooth device is connected to your phone.
