Charge 2 intraday heartrate expecting 1 second but getting 5 and sometimes 10 second interval...why?

While using a Charge 2 device and accessing Web API to download intraday heartrate data, we noticed that we were getting data at 5 and sometimes 10 second intervals yet we were expecting (per your API docs) 1 second intervals. I noticed that some posting mention that in low battery or low data storage cases that some intraday data could be dropped/purged, but our Charge 2 was fully charged and was synched 1 day ago.

Is this to me expected / operating per your design or is our Charge2 not working properly or is the Fitbit not being properly worn?

My observations (on a Surge) is that the normal interval is 5 seconds (with the occasional miss). However, when in an activity (eg, running), the interval is between 1 and 3 seconds.
