Is there anyway I can reduce the frequency of measurements and get detailed intra-day statistics with measurements every 1 to 3 seconds? I am doing a project and I need more detailed stats and I do not have any programming knowledge. Thanks!!

I suspect you mean increasing frequency or reducing period (interval).
Watches only record at 1 to 3 second intervals during 'activity' sessions. However, you can get that data using intra-day web API calls. There are some third-party web sites and apps that can get the data for you.

There is at least a couple of mega-threads on this topic; if you sift through them, you'll find several options. See https://community.fitbit.com/t5/Fitbit-com-Dashboard/Download-HeartRate-data/td-p/1212798 and https://community.fitbit.com/t5/Feature-Suggestions/Add-Heart-Rate-Data-to-Export-and-more-than-30-d....
Here are two for starters: https://www.squashleagues.org/Fitbit/FitbitDataDownload and http://gondwanasoftware.net.au/exerbyte/
