After installing version 3.39.2 I don't receive notifications from iPhone (calls, SMS, etc) and even can't open menu item Account->Charge 3->Notifications to check settings there.
Sync with device works properly

Thanks for the details shared in your post and for already trying to resolve the issue. I recommend uninstalling the Fitbit app, restarting your phone and installing the app. You should be able to open the Notifications tile after that. Well, I tried to reboot device, but it didn't help.
However, deleting/installing app again resolve the issue.
