I have tried everything to get my surge to get notifications for text and phone calls from iPhone but it never works

Any suggestions?

It's nice to have you here! Cat WinkCan you confirm you have tried the steps provided at How do I receive call notifications and text messages on my Surge? also, I'd suggest you follow the steps provided at My tracker isn't receiving call or text notifications from my iOS device.
