I updated my Versa 2 and still no text messages from my iPhone 11 running iOS 13. Very frustrating!

Thanks for letting me know about your Versa 2, as well for the information provided. Our team is aware that our members who updated their phones to iOS 13 are unable to receive notifications on their Fitbit devices. I understand how important this feature is for you and to get it working I'd recommend to check this thread where you'll find some tips that have worked for others. In there you'll also receive future updates about this situation.
