Two thoughts would be to completly shut the phone down, this is the only way to definately reset the phones hardware.
Second thought would be to remove the Fitbit app and reinstall.

I would contact Fitbit, they have a way of seeing the back end of what is happening with your tracker.

@ccrawford - did you go into the phone's settings and set Fitbit to "Always" for location services?

@ccrawford Glad you got yours working. Android does not have the "while using app" for location services so I'm still at a loss.
