I owned 2 ionics.
They both broke.
I had the same problem as you...defective touch screen.
Unfortunately, support is a dead end.
The best alternative may be to purchase an Apple Watch....that's what I am going to do.

Try checking to see if your Ionic charging pins are clean so that you can ensure your charger is making proper contacts so that it can properly charge. You can learn how here:https://help.fitbit.com/articles/en_US/Help_article/2005

I do understand that your touchscreen is unresponsive yet you can still see the time display. It appears (from what I can gather) that you have already restarted your Fitbit Ionic and it was not successful. As @Rich_Laue asked you are you trying/requesting to perform a factory reset? A factory reset deletes any stored data, which includes all data that hasn't synced to your Fitbit account and your alarms, goals, and notifications. After a factory reset you must set up your tracker again.

There seems to be a few things going on, you say that the reset failed and data not cleared, where you trying to do a factory reset?
A simple restart should not try to clear data.
If you want to try a factory reset
On the watch, hold all three buttons for about twelve seconds. This triggers the 2-button hardware reboot after about eight seconds.
- When the Fitbit logo appears, then disappears, release the bottom right button, then continue holding the left and top right buttons until you feel a strong vibration. This indicates the factory reset was initiated.
- This process may take several seconds, and eventually, the Fitbit logo appears and the device boots and displays go to Fitbit.com/setup.
- If you fail to release the bottom right button in time, or otherwise don't follow the procedure precisely, the Fitbit logo reappears quickly and boots without factory reset.

The steps for a factory reset are provided for a more complicated troubleshoot and should only be done if a Fitbit Customer Support agent asks you to do so. I would suggest you are better suited calling Fitbit Customer Service to help you with a Factory Reset.
