My Fitbit is not reading my O2 levels at night.  I had the Chare 2 and bought the 3 specifically for this feature.  I'm wearing it snug and sleeping for more than 3 hours.  What's the problem?

Where are you looking? IN the app tap on the sleep tile, then on a night and then restoration and scroll down.

Oximetry variation is actually what is shown, but you can infer that things are probably OK if you have consistently low variation. You can only see this graphic in the phone app after selecting a particular sleep session. Scroll all the way to the bottom. I wonder if they will ever make this available in the Windows 10 app, since I sync with both.
