What happened to the sleep button? Why no notifications? Not syncing with iPhone.

Let me help you with your Charge 2 not syncing, getting notifications and the missing sleep button. Notifications need for the tracker to sync in order to properly work so these issues are mos likely related. For the syncing issues you can try the following:
After this try setting up notifications again.
Regarding the sleep button, are you referring to the Fitbit app? If this is the case then please log out from the app, restart your phone and log back in. If this isn't the issue then please provide as many details so I can better assist you.
