I've found that sometimes my Charge 3 will record a number of steps during a 15-minute period, but then this will become lower after syncing it again. The daily step count does not change and is inconsistent with the total of all 15-minute step counts. The number of active hours also becomes lower in Hourly Activity.
This usually happens when the steps are near the end of the 15-minute period.

Thank you for the detailed information. At this time, I'd recommend performing a restart to your Charge 3. For this, please make sure to follow the instructions provided in this link: How do I restart my Fitbit device?
If that doesn't work, please perform a long restart. A long restart is different than the basic one and you can complete the process by following the instructions below:
- Connect the device to the charging cable.
- While the device is plugged into the charging cable, press and hold the button down for 15 seconds.
- The device turns on and shows a battery icon. Two vibrations occur: first a short vibration, then a medium vibration.
- The device turns off.
- The device turns on and shows a progress bar and short vibrations occur. The progress bar completes. Note: A total of 7 short vibrations occur.
- Remove the device from the charging cable. The device shuts down.
- Important: Plug the device into the charging cable again.
