Charge 3 will not light up when I lift my arm

You probably either have "Screen Wake' turned off, or are in 'Sleep Mode'.  Access both by holding in side button a few seconds and then scrolling down.

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.
