I do not own a Fitbit charge 4 but whenever I am at work I receive 50+ pop ups asking to "set up" this device. I turn off my Bluetooth and it is not showing up in my devices. How do I stop this from coming up?
also, this is not an notification, this is more of a pop up if that makes sense.

Having the same issue. I do not own a fitbit. Likely a neighbour has one. Disables nearby scanning and even with bluetooth disabled, pop-ups are happening.
I do have a Bluetooth scale. I uninstalled the app and issue is still happening.
In my case, its a fitbit 5 charge popup. Every 2 minutes popup!

EDIT: Even after uninstalling the app I had to toggle off both Nearby scanning and Location in order to stop it generating the pop ups. My scale indicated that it also required Location to pair, which clued me in to the fact that it also needed to be shut off. And once the app is installed the 'horse is outta the barn'; it's pernicious and the pop up generation takes over in the background like a virus. I ended up factory resetting my phone and restoring to a saved point before the Bluetooth scale app was installed.

I am having the same issue my bluetooth is off I do not own a Fitbit I do not have the app and yet I still get a pop up on my screen to connect a Fitbit and when I click on it it takes me to install the app I took a screenshot of the last time it popped up give me an email to send it to you because I can't figure out how to attach it to a reply thank you

In the meantime, you can disable this feature on your phone by visiting: Settings > Google > Devices & Sharing > Devices > Scan for nearby devices.

1.turned off scan nearby devices.
2. disabled location services for samsung health
3. even tried turning off bluetooth
this just keeps popping up
this is not ok
I dont have a fitbit.
I can't watch videos on my phone or use hands free navigation with this thing popping up nonstop
this is really not ok and no idea how it passed QA

if you never owned a Fitbit and never installed the Fitbit app, this would be an OS issue and we might need to know what OS the phone runs.
i would first try the marked best answer.
if the phone isn't searching it wont ask to setup

Unfortunately turning off "Scan for nearby devices" did nothing to solve this issue for me. The pop ups continue. One of my neighbors must have gotten a new fitbit for Christmas and the popups asking me to pair with it are sooooo annoying. No solution in this thread works for me.

So I agree with the others "turn off the scan near by device" in the setting menu did NOT worked (nor turning off the bluetooth). So I decided to try something different.
I tried all of the suggestions, and none of them worked.
So I decided to download Fitbit app (after seeing "fitbit Charge set up" popped up numerous times and annoying the hell out of me). went into the app's permission setting (not the regular phone setting), and removed the app's permission to "scan nearby device" (just like you give/remove location permission to the app). Problem solved. Don't have this issue anymore.
Good luck. This was such a ridiculous issue.

Honestly, this is a pathetic answer, as explained by many comments here. We all understand that the phone OS has a lot to do with this, but - puting a choice ON THE WATCH which says, "Ready to pair" should be an easy thing to do. It would also enhance your reputation as software developers...
And no ability to actually turn the thing off. Really??? I just checked my Versa 4 - can shut it down. Charge 3... yep.
What were you thinking??
P.S. Aluminum foil wrapping will cut the BT broadcast power enough to stop the popups on the phone...
