Charge 4 receiving old notifications

I've had the Charge 4 for about a month; have reset it up 2x on my iphone se 2020, latest IOS version,  - due to lack of text & incoming phone notifications, which still do not work, despite having followed all the directions here

Turned fitbit on and off, done multiple warm & cold reboots of phone, cleared & readded user, re-paired. Same behavior persists. 

Now for the first time, every day or so I get notifications for old voicemails that are in my list of ones left on my iphone. Looks like if I keep clearing them, eventually the Charge 4 will catch up. No real pattern to it, regardless of how many times I sync.
