Dim display since update, no spO2 feature

Since a recent firmware update, now running 28.20001.88.11, my Charge 3 display has been very dim. I changed the Brightness setting to "normal," but it's still dim. The "Dim" setting is even dimmer. I've restarted the device by holding the button for over ten seconds.

There have been outside articles about the Charge 3 supporting SpO2 with a page providing an unlabeled graph of SpO2 during sleep cycles. While there's a statement that this is being slowly rolled out, the articles taking about this are months old. How can I get this feature turned on? I can't find any sign of this feature.

I'm having the same problem.  I contacted Fitbit and was told since mine is no longer under warrant (Feb. 2019) they could give me a  35% discount on a new one.  But the Charge 3 is no longer available.
