Fitbit charge 2 is on the charge with it saying www.fitbit.com/setup I have reset it 3 times and this still appears. how can I get this to work?

It will show that message if it has someone become disconnected from your account. You'll need to go through the setup process again.
In the app, go to the account section (the icon looks like an ID card) and select "set up a device". Choose Charge 2 and follow the prompts. Once the setup is complete the screen should return to normal.

Sorry to hear that your Charge 2 is showing the setup message and for the delay in my response. Also thank you for troubleshooting this issue. Adding to @SteveH explanation if the device is still paired to your account please remove it by tapping the tracker's icon and then the trashcan icon. After this set it up with the previous instructions.
