One the main screen of the app, if you select the measurement you are interested in e.g. "floors" then next screen will have the gear icon at the top right of the screen. Select the gear icon to go into the settings screen where you can change your goals.

Why is this listed as having been answered when there's no answer?
I want to download my data, but step #1 is based on the "gear icon" (some cutesy little picture/symbol), and there isn't one. Do I have to pay extra for a gear icon so that I can finally download my data?
How much does the gear icon cost? Where is it? Where do I get one? Will I ever be allowed to export my data so that I can do useful graphs (such as sleep and heart rate on the same graph)?

Where are you looking? The gear icon for the export function is at the top right of the dashboard on the web interface at www.fitbit.com
There are no charges for use of the web interface or for exporting your data.
