I've read the instructions for fixing this, but it doesn't seem to apply to the Charge 3 Special Edition. When I press and hold the side button my payment screen comes up - no Quick Settings menu

Thanks for searching information about how you can turn on the screen wake option. I recommend confirming that you are pressing and holding the side button of your Charge 3 until it vibrates, then tap the “screen wake” option to adjust this setting.

That doesn't work on my Charge 3 Special Edition. When I press and hold the button I either get the lock screen, or after I put in my password I get the Fitbit Pay screen.

I finally figured it out. For Fitbits with Fitbit Pay there is a step missing in all the instructions. When you press and hold the side button the screen that pops up is either the lock screen or the payment screen if the device has already been unlocked. It is necessary to swipe left to get the screen to toggle Screen Wake and Notifications on/off.
