My Charge 3 is giving me credit for stairs I when I'm just walking around the neighborhood.

Were there any slopes when you were walking? You get a floor tracked if your fitbit detects a rise in elevation of around 10 feet while walking. Walking up a slope will count as well as walking up stairs.
