Hi .. my Charge 3 will not allow me to change my Time Zone ... it’s on Los Anglos Time .. I change to Perth Australia ... but it just changes itself back ... very frustrating 

it’s causing my phone to constantly have the wrong time ? 
Can anyone help with this please ?

Are you syncing the devise after you change it? As it must be done to make the permanent change.

Do you scroll on down the page and click on Submit after making your change?  And then sync tracker.
