Is it true that Fitbit inspire HR won't do any thing without a smart phone?

All fitbits need to be set up using either a mobile device (phone or tablet) or, in some cases, a computer. See https://help.fitbit.com/articles/en_US/Help_article/1873.htm

 

Once it's set up then it will work on its own but you will only have access to today's tracking information and much of the information can only be found on the app.

 

Basically, if you don't have a smart phone or tablet then a fitbit is probably not for you.
