My Fitbit Inspire HR only syncs with the phone app if I manually go into the app, go into my account, select the Inspire HR, then select Sync Now. I hadn't done that for a few days and it showed no data for those days until I did a manual sync. Doesn't the Fitbit automatically sync? If so, any suggestion about what I need to do to set that up? I am using the phone app on a Samsung Galaxy s9+.

Let me help you with this. The app needs to run in the background in order to automatically sync. It could be that the battery saving feature on your phone is stopping the app, additionally I suggest you clear the link between your phone and your tracker by doing the following:
