How do I stop my Fitbit Inspire from syncing by itself?

On my app I have the "all-day sync" turned off.

I don't even open the app and it syncs by itself, how do I stop this from happening?

Let me help you with stopping your Inspire from syncing. You can simply stop the app, if the app isn't running in the background then the tracker won't sync.
