Inspire HR Intermittent Vibration Problem

The vibration function seems to be intermittent. More specifically, it vibrates sometimes when receiving a notification and does not vibrate at other times. I have restarted it several times with same result. When attaching the charging cable, sometimes it vibrates and sometimes it does not. Any suggestions on how to solve this problem?
