I recently purchased a new charger for my Inspire and fully charged it. However, it is not connecting to the app. I've tried forgetting the inspire on Bluetooth on my android phone but now it doesn't find it. I then tried on my samsung tab, Bluetooth sees it but isnt connecting. Therefore it isn't syncing with my app.

I'd like you to try the troubleshooting steps that are listed in this help article. After this, monitor your Fitbit Inspire during the next 24 hours and see if the issue gets fixed.
