When you say bot counted, @Kendonr are you looking at the Inspire HR on your arm? This is where the counting happens and bluetooth or your phone is not needed.
If everything on the Inspire HR is correct, but nothing is showing up in the Fitbit app or on Fitbit.com then we have a sync issue and will need to know the phone model.

I am having the same problem. Nothing is counting on my inspire itself. Mine is also charging fine and everything else works, just not tracking steps etc. No syncing issues.
