Can I voice command Fitbit Versa 2 to select an exercise type, start, and finish because I cannot scroll using the touch screen as I have only one arm which will be wearing the fitness watch.

@PeaceM It is possible to start a workout with Alexa but you cannot set the time/distance nor finish the workout. To be able to start workout e.g. treadmill or run, you need to enable Fitbit skill within Amazon Alexa app on your phone. Please see the steps here.
