Update 10/7/2020: The ECG app should be available now in the countries where it is currently available.
The Fitbit ECG (electrocardiogram) app on Fitbit Sense has received clearance from the U.S. Food and Drug Administration (FDA), as well as Conformité Européenne (CE) marking in the European Union. The ECG app will be available in October 2020 to customers in the US, certain European countries, and Hong Kong. Availability outside the U.S. is pending applicable regulatory clearances.

@SunsetRunner Fitbit has listed Canada as “pending” so I would say they definitely have plans.

Available starting in October in the United States, the United Kingdom, Germany, Austria, Luxembourg, the Netherlands, Sweden, Switzerland, Czech Republic, Poland, Belgium, Portugal, Romania, Ireland, Italy, Spain, France, and Hong Kong.
So how do I know when and if the ecg feature will be available in the UK ? This is the prime reason for upgrading or do I just get an Apple s6 watch where I know exactly what I’m buying !
and if I do get a Fitbit will it update to include the ecg app in the feature ??

The ECG feature will be available in the UK from launch as it has received regulatory approval prior to release.
The country you want to use the ECG feature in has to have given regulatory approval so Fitbit can offer the feature. Basically it's up to the individual country to approve it.
