How will that affect the Fitbit app already on the iPad? Can I have two accounts on it? I assume I can't have two Fitbit apps on the same iPad? Would I be correct in thinking that when she logs out he can log in? It would be nice though if they could both be logged in at the same time on the same iPad

@kah22 You are correct. If you have two people using the same iPad, one person has to log out of their Fitbit account in order for the other person to access theirs.

I'll be setting it up on my sisters iPad, she's already got a Fitbit HR on it. When I follow these instructions
On the Fitbit app for iOS dashboard, tap the Account tab.
Tap Set Up a Device.
Choose your tracker and follow the onscreen instructions to continue.
Will that let me set up the my brother in laws account WITHOUT disturbing my sisters account. Do I have to log her out before I start setting up her husbands Fitbit HR

@kah22 So you can setup your brother-in-law's tracker without disturbing your sister's account by making sure that you are logged into the Fitbit App with his email and not your sister's email.
If you are logged into the App using your brother-in-law's email, the steps that you mentioned above will get you all set up.
You can log out of the Fitbit App by: clicking the "Account" button in the bottom right-hand corner, scrolling down, and then clicking the "Log Out" button at the very bottom.
