Every time they “fix” ios 13 beta it messes up my app for ios 12. My step count is going down again. My heart rate for resting is way off. I’m not sure if anything else is not working correctly but those are my two biggest along with calories burn (it seems a little off too but I’m not certain)

I'm sorry to hear that your information isn't being recorded correctly. I understand how important is to keep track of your information, and thanks for bringing this to my attention. Before anything else, let me share that iOS 13 beta is still not fully compatible with the Fitbit app and for this reason you may notice unusual app behavior. But, let's work on this together. I'd recommend to try the following steps:
Once this is completed, verify that the green light on the back is blinking and wear your Fitbit device snug on your wrist, meaning not too tight or loose. This way you'll receive accurate heart rate readings.

I'd recommend to keep working with them so you can receive more details about your case. You can also try the steps posted above and update the Fitbit app to ensure its performance.

I was getting extremely high heart rates (almost 100% in the peak zone) suddenly after I updated to the new iPhone 11 and IOS 13. After almost two days thinking I have a problem, I found this thread and followed these directions. That seemed to fix my HR problem by actually setting up my Versa all over again. Thank you!
