The answer is generally, no. The Fitbit App is designed to work with one user (account) so you can't configure it to sync two separate Fitbits for two separate users.
You can however continue to log out of your account from the Fitbit App and log in to the 2nd account. It's a bit of a hassle, but it'll work.
That said, a Fitbit will sync with a great number of devices including laptops, desktops, tablets, and even iPods. Also, if you configure it to sync with a computer (and using the USB dongle, which comes with older trackers), you can sync any nearby Fitbit from that computer. In fact, you can do this from the Windows 10 Fitbit App as well.

This is exactly what I'm trying to do but one user. I have 2 surge watches due to the fact the strap keeps bubbling (3rd watch since xmas) I was hoping to use the damaged watch whilst running and the new one for everyday use, to try prevent bubbling of new watch! 😏

Ahh... Gotcha. In this case the only way you can get this to work is to continue to 'replace' your Surge with the other to swap back and forth. It is a bit of a pain, but it only takes about 2-3 minutes once you're used to it. Note that you'll lose your settings (watch face, alarms, exercise shortcuts) when you do this.
You may want to look at the Blaze, feature-wise it's similar to the Surge (though lacks the built-in GPS), and it's got swappable bands. And by virtue of them being different models, you may have both paired to your account. You can use the Surge when you want a GPS (hiking for instance) and Blaze for the remaining activities.
There are many 3rd party bands for the Blaze and you can even get a conventional watch band (I believe it uses a 22mm band).

After reading the replies on here, I've learned the answer to some of my questions but I still have another. My phone is acting up badly and won't allow me to turn the Bluetooth feature on at all. It also won't upgrade to the latest version because it also won't let me turn Wi-Fi on.
So, I wondered if I can use my mother's smartphone to log into my account, link my device using her phone, and if I do that will I be able to see my results and things on my phone's app? It seems like it would work but I wanted to ask.

Yes, this should work. The caveat here is that if she (your mother) also has a Fitbit, you'll have to log out and log back in under the other account. This would allow you to sync.
Where you happen to look at the stats is simple once you've synced.
Though also note that you can sync with computers as well. With the latest versions of Windows and Mac, you can sync without a dongle (provided you have Bluetooth LE); for earlier versions you may need the Fitbit USB dongle (included with some trackers).

I assume that you mean "one app with two devices and two users", to which I assume it's two users with one device on their account each.
The answer is 'yes' and 'no', allow me to explain:
Yes... You can install the Fitbit App once and while logged in to their own account, each user can sync with their device and use the Fitbit normally.
No... In order to do this, you'll have to log out from one account and log back in to the other account every time you want to sync the other account. So it does take some extra work.

No need. Just have your husband establish and account and pair that Flex to his account. This will remove any information about your account.
Note: Make sure that your Fitbit is far away (outside of 40-50 foot Bluetooth range), otherwise it may interfere with the pairing process (pick yours up instead).

It's now October 2017. My son wants a Fitbit. My daughter has one that syncs to mine. Is there no way for me to sync both up to my iPhone. It's been 2 years since the last post and mention. or will I have to create a second account for him? What about 3rd for me? Thanks in advance.

Please keep in mind that the reason Fitbit accounts are individual is because our software and algorithms learn from your exercise and eating habits and help provide more accurate and personalized information such as calories burned through the BMR of each person. Having 2 or more people sharing the same account will not provide accurate information about steps taken, distance traveled, calories burned and sleep.

Allow me to make a few observations...
First, for better or worse, due to the social features of Fitbit accounts, the kids need to be at least 13 before establishing an account. This is done for their protection. You'll see similar policies for Facebook.
Second, if you run the Fitbit software on the computer (either Fitbit Connect or the Windows 10 Fitbit App), you can enable it so that you can sync all nearby Fitbits provided you have a USB dongle (it comes with some trackers, but you can get one at the store for about $6). You can view everyone's stats from one person's leaderboard.
Finally, you may set up multiple (computer user) accounts on a computer for each child. This will keep all of their account logins separate and only takes seconds to switch between accounts (no, you don't need to log out to switch). Really, this is the only sane way to manage multiple users on one computer.

Well. Can it be made easier to toggle between accounts? Like a master login and sub accounts underneath? And that master login can sync all the fitbits at the same time? There still has to be an easier way than completely logging i and out.
Again I know this isn’t present day but I think there is room to brainstorm and make it simpler for families who want to be a healthier together. Not all 13 year olds have phones. Appreciate your help.

I understand what you're saying, but there are multiple ways to accomplish what you want. You'd like to be able to track your kids progress and see (and show) them in a leaderboard of some sort in order to motivate them. You can already do this today with minimal hassle.
Put them all in one challenge:

I've obscured my friend's pictures and names, but trust me they're all there. If you don't want to do a challenge, you can always look at the ranking among your friends both on the app, and online leaderboard.
That said, this alone doesn't solve the syncing problem but there are ways to address that too.
If you have a computer (a real computer, like with a USB port... not an iPad or the like), then you can install the Fitbit Connect software and use the USB dongle. This software will sync all nearby Fitbits every 20 minutes or so. If you have Windows 10, you can install the Fitbit App and have it operate in this mode (it's an option under the Advanced settings). If you don't have the USB Fitbit dongle (newer trackers don't come with it), looks like this:
Then you may get one at the Fitbit store for around $6. If you contact support, you may be able to sweet talk them into sending you one for free.
Couple of other observations...
First, you don't necessarily need a phone to sync the Fitbit, if your kids have an iPod Touch, the Fitbit app will work on it perfectly fine too. Any one of a number of other tablets will work too.
Second, if your kids are old enough to have a Fitbit, then they're old enough to have their own e-mail, Facebook accounts, browser settings (including Fitbit account details), etc. As I mentioned before, you can create multiple user accounts on a computer and it's easy to switch (three mouse clicks & password). On Windows 8 and above, you can even do a picture password for their accounts, which will allow you to switch accounts in as little as six mouse clicks. Creating multiple user accounts like this allows them to manage their own stuff without interfering with anyone else's and it's really the most sane way to manage this.
