When walking and pushing a wheelchair my charge 4 is not counting my steps. How can this be corrected.

This is a common issue and difficult to correct. Your fitbit tracks steps by detecting movement of the tracker i.e. your wrist, and then working out whether that was the result of a step or random arm movement. When you're holding the wheelchair (or a shopping trolley, or rails of a treadmill) it is not moving as would be expected if you were walking so does not track steps. Short of using one hand and letting your fitbit hand swing normally there's not a lot that can be done.

Try tucking it inside your sock, it will measure the swing of your leg and foot instead of your arm and wrist. I've found the same and given it a quick test, not perfect but it might be better than nothing.

Thank you I will give it a go next time.

You could also try one of the GPS enabled modes (outdoor workout, walking, etc). I believe it then calculates steps from you stride length settings.
