Update fails-Charge 3

My fitbit charge 3 has been requesting an update for months.  It fails every time I try.  I have unpaired the Bluetooth connection. I have reset the Charge 3. I have tried using a different smartphone- both iOS and Android.  All fails. 

 

If anyone can point me in the right direction, I would be very grateful.   Thanks in advance.

In this case, I would recommend following these troubleshooting steps:

 

- Log out from the Fitbit app

- Reboot your phone(s)

- Remove your Charge 3 from the list of Bluetooth devices

- Log into the Fitbit app

- Set up your Tracker as a replacement device:

  1. Tap the Today tab, and tap your profile picture.
  2. Tap Set Up a Device.
  3. Choose your device and follow the on-screen instructions to continue.

 

If necessary, try again to follow our steps to update your Tracker.

I've been troubleshooting this for weeks and solved it finally tonight -- a fix Fitbit Support doesn't seem aware of. I'll bet dollars to donuts that you're running VPN. Am I right? Disable it and rerun the recommended steps.
