After updating to iOS 13.0 I am no longer getting text, call, calendar and app alerts. I’ve restarted both devices. What is the issue and how can I fix it?

See the iOS board.  There is a pinned post at top about this issue with possible work-around.

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.
