It sounds odd that your Fitbit is getting steps from just been there on your table, unless you notice any kind of vibration near to it. That's what comes to my mind, but you can put it in a different place to see if that theory is true. You can negate those extra steps with this instructions.
As you already restart your tracker, if you continue having this issue please follow the steps in this post and perform this accuracy test (steps) to your Fitbit, so we can verify how is this working.
1. Put your Charge 2 on your wrist and check how many steps you have on the display.
2. Walk 100 steps, making sure to count a step each time one of your feet hits the ground.
3. Pause, then check your tracker to see your step count.
If your tracker counted less than 100 steps or more than 100, please let us know and we'll see if we can investigate further. Sometimes, when you start walking you may notice that your steps may not update on your tracker right away. After about 10-15 continuous steps, you'll notice the steps catch up and start updating in real-time with each step you take.

I closed my Fitbit and the battery goes down. The next day I charge it, the firmware was update at this time. Everything is OK, but the battery goes down every day since the update. I restart my Fitbit and doesn't change anything.
What can I do now? (15 months using my Surge)

Sorry to hear that your Surge is going down every day. Have you tried restating it, it'd be a good idea. Since your Surge is 15 months old you can clean the charging contacts on the back of it. These contacts can become obstructed by microscopic dirt or debris that prevents them from making a good connection to the charger. Use a toothpick or toothbrush to clean the charging contacts; do not scrape them with anything metal because this may damage the plating and result in corrosion.
Check the tips to improve the battery life of your Surge.
We recommend plugging your charging cable into a USB port on your computer or other low-energy device. If necessary, you can use a UL-certified USB wall charger. Don't use a USB hub or battery pack to charge, and only use the charging cable that came with your tracker. I'd like to know if you're getting the full battery sign after charging your Surge for 3 hours. Have you noticed if your charger is loose or maybe not connecting properly? How are you changing your Surge?
